Department Overview

The General Surgery Program Director/ Vice Chair of Education is responsible for the administration and operations of the General Surgery Residency Program, including all activities related to recruitment, selection, instruction, supervision, advising, evaluation and advancement of residents and the maintenance of all records related to the program. The Program Director ensures continuing accreditation of the program through application of ACGME Common and Specialty requirements.

 

The Program Director should continue in his or her position for a length of time adequate to maintain continuity of leadership and program stability. The Program Director’s initial appointment should be for at least the duration of the 5 Year Categorical Program. 

Function/Duties of Position

The Program Director must administer and maintain an educational environment
conducive to educating the residents in each of the ACGME competency areas.
The Program Director must:

  • oversee and ensure the quality of didactic and clinical education in all sites that participate in the program;
  • approve a local director at each participating site who is accountable for resident education;
  • approve the selection of program faculty as appropriate;
  • evaluate program faculty and approve the continued participation of program faculty based on evaluation;
  • monitor resident supervision at all participating sites;
  • oversee development and execution of a comprehensive curriculum that meets the specialty requirements for training in that specialty, including overall goals and rotation-specific goals and objectives.
  • oversee development and execution of a competency-based evaluation system to monitor the progress of individual residents throughout the program.
  • continue implementation process of Entrustable Professional Activities (EPAs) program
  • ensure that faculty evaluates resident performance for each educational experience and documents the evaluation.
  • ensure that the program completes and documents a formal systematic evaluation of the program at least annually, specifically assessing the effectiveness of the program in meeting the overall goals of training in that
    specialty. Ensure that the attributes of the residency program are explicitly defined: resident performance, program quality, faculty
    development, graduate performance.
  • develop program-specific policies as discussed in the ACGME Institutional Requirements for selection, evaluation, and promotion of
    residents, disciplinary action, and supervision of residents.
  • prepare and submit all information required and requested by the ACGME, including but not limited to the program information forms and annual program resident updates to the ADS, and ensure that the information submitted is accurate and complete;
  • provide each resident with documented semiannual evaluation of performance with feedback;
  • ensure compliance with grievance and due process procedures as set forth in the Institutional Requirements and implemented by the sponsoring institution;
  • provide verification of residency education for all residents, including those who leave the program prior to completion; implement policies and procedures consistent with the institutional and program requirements for resident duty hours and the working environment, including moonlighting, and, to that end, must:
    • distribute these policies and procedures to the residents and faculty;
    • monitor resident clinical and education work hours, according to sponsoring institutional policies, with a frequency sufficient to ensure compliance with ACGME requirements;
    • adjust schedules as necessary to mitigate excessive service demands and/or fatigue; and,
    • if applicable, monitor the demands of at-home call and adjust schedules as necessary to mitigate excessive service demands and/or fatigue.
    • monitor the need for and ensure the provision of back up support
      systems when patient care responsibilities are unusually difficult or
      prolonged; create contingency plans for unexpected absences due
      to illness, inclement weather, bereavement, family leave, etc, and
      assist with communication to site directors, faculty, and trainees as
      needed.
  • comply with the sponsoring institution’s written policies and procedures, including those specified in the Institutional Requirements, for selection, evaluation and promotion of residents, disciplinary action, and supervision of residents;
  • be familiar with and comply with ACGME and Review Committee policies and procedures as outlined in the ACGME Manual of Policies and Procedures;
  • obtain review and approval of the sponsoring institution’s GMEC/DIO before submitting to the ACGME information or requests for the following:
    • all applications for ACGME accreditation of new programs;
    • changes in resident complement;
    • major changes in program structure or length of training; progress reports requested by the Review Committee;
    • responses to all proposed adverse actions;
    • requests for increases or any change to resident duty hours;
    • voluntary withdrawals of ACGME-accredited programs;
    • requests for appeal of an adverse action;
    • appeal presentations to a Board of Appeal or the ACGME; and,
    • proposals to ACGME for approval of innovative educational
      approaches.
  • obtain DIO review and co-signature on all program information forms, as well as any correspondence or document submitted to the ACGME that addresses:
    • program citations, and/or
    • request for changes in the program that would have significant impact, including financial, on the program or institution.
  • devote his or her principal effort to the program.
  • designate other well-qualified surgeons to assist in the supervision and education of the residents;
  • be responsible for all clinical assignments and input into the teaching staff appointments at all sites;
  • ensure that conferences should be scheduled to permit resident attendance on a regular basis, and resident time must be protected from interruption by routine clinical duties. Document of attendance by 75% of residents at the core conferences must be achieved; and,
  • ensure that the following types of conferences must exist within a program:
    • a course or a structured series of lectures that ensures education in the basic and clinical sciences fundamental to surgery, including technological advances that relate to surgery and the care of patients with surgical diseases as well as education in critical thinking, design of experiments and evaluation of data;
    • regular organized clinical teaching, such as grand rounds, ward rounds, and clinical conferences;
    • a weekly morbidity and mortality or quality improvement conference.
  • along with the physician faculty, assess the technical competence of each resident.
  • ensure that each resident has met all requirements for American Board of Surgery eligibility.

Required Qualifications

  • Requisite specialty expertise and documented educational and administrative experience acceptable to the Review Committee;
  • Current certification in the specialty by the American Board of Surgery, or specialty qualifications that are acceptable to the Review Committee; and,
  • Current medical licensure and appropriate medical staff appointment.
  • Unrestricted credentials at the primary clinical site/sponsoring institution, and be licensed to practice medicine in the state where the sponsoring institution is located.
  • Scholarly activity in at least one of the following areas of scholarly activity: peer-reviewed funding; publication of original research or review articles in peer-reviewed journals, or chapters in textbooks; publication or presentation of case reports or clinical series at local, regional, or national professional and scientific society meetings; or, participation in national committees or educational organizations.
